Appropriates $22,147 in supplemental funds to the Arkansas Board of Hearing Instrument Dispensers for fiscal year 2015-2016, payable from cash funds as defined by Arkansas Code 19-4-801.

Allocates funds as follows: $12,900 for regular salaries, $3,612 for personal services matching, and $5,635 for maintenance and general operations expenses.

Authorizes one (1) temporary or part-time employee position to be added to the board's staff, supplemental to positions already authorized in Act 13 of 2015.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency due to insufficient funds for the board to continue providing essential governmental services, with the act effective July 1, 2015.
