Amends Arkansas Code § 6-21-112(f)(15)(A) to require annual reports by October 1 to the Governor, House Committee on Education, Senate Committee on Education, and Academic Facilities Oversight Committee on the status of implementation of the Arkansas Public School Academic Facilities Program Act using specified building and design systems.

Modifies Arkansas Code § 6-21-114(b)(2)(A) to remove the requirement that the Commission for Arkansas Public School Academic Facilities and Transportation meet "at least quarterly," allowing meetings only "upon the call of the chair."

Repeals Arkansas Code § 6-21-114(e)(5), eliminating the commission's duty to receive and administer federal funds for elementary and secondary school facilities for general education, vocational, and adult education programs.

Repeals Arkansas Code § 6-21-809(c)(5), removing the requirement for division oversight of projects where school districts do not use the services of an architect.
