Allows licensed concealed handgun carriers to carry firearms on retail liquor store premises, and permits employees of retail liquor stores to carry handguns if licensed and permitted under state law.

Permits concealed handgun carry on the developed property of kindergarten through grade twelve (K-12) private schools operated by churches or other places of worship, if the church or place of worship allows such carry and meets specific location requirements.

Authorizes concealed handgun carry on State Capitol grounds for licensed carriers, except where otherwise prohibited by § 5-73-306.

Renumbers and reorganizes prohibited places for concealed handgun carry under § 5-73-306, maintaining existing restrictions at police stations, detention facilities, courtrooms, airports, and other specified locations.
