Amends Arkansas Code § 27-20-120(d) to restructure fee requirements for Veterans of Foreign Wars (VFW) special motorcycle license plates based on applicant eligibility categories.

Eligible applicants under subdivision (a)(1)(A) shall pay a $10.00 fundraising fee for issuance and renewal of their first special motorcycle license plate, plus an optional annual fee not to exceed $1.00.

Eligible applicants under subdivision (a)(1)(A) may obtain additional special motorcycle license plates by paying a $10.00 fundraising fee plus the standard motorcycle licensing fee under § 27-14-601.

Applicants qualifying under subdivisions (a)(1)(B)-(F) shall pay a $10.00 fundraising fee and the standard motorcycle licensing fee under § 27-14-601 for issuance and renewal of any license plate.

All $10.00 fundraising fees collected shall be remitted monthly to the Nick Bacon VFW Special Veterans Scholarship Fund, and amends § 27-24-213(d) to make technical corrections regarding decal placement on VFW special license plates.
