Establishes a 17-member Legislative Task Force on Economic Development composed of legislators, business representatives, and state officials appointed by the President Pro Tempore, House Speaker, and Governor

Task force membership includes 2 Senate members (one as cochair), 2 House members (one as cochair), representatives from transportation, manufacturing, utility, financial, and retail industries, college and university representatives, and leaders from the Arkansas State Chamber of Commerce, Economic Development Commission, Development Finance Authority, and World Trade Center

Requires the task force to conduct a comprehensive study of state economic strengths and weaknesses, develop a comprehensive plan to attract and maintain businesses and manufacturers, and gather information from appropriate sources

Task force must report written findings and recommendations to the Legislative Council and Governor by January 15, 2016

Task force expires on January 31, 2016
