Amends Arkansas Code § 6-61-215 to require the Department of Higher Education to submit an annual report by July 1 detailing tuition and mandatory fees charged to students at each state-supported institution of higher education

Report must include all changes to tuition and mandatory fees for both in-state and out-of-state students

Report must be submitted to the House Committee on Education and the Senate Committee on Education

Retains existing language establishing the Arkansas Higher Education Coordinating Board's power and duty to set student fee levels based on comparative study of fees at similar institutions in other states
