Appropriates $125,000 to the University of Arkansas at Pine Bluff from the General Improvement Fund for nursing degree programs restoration and improvements.

Funds may be used for personal and professional services, operating expenses, equipment and supplies, construction, renovations, technology upgrades, and library resources.

University may supplement state funds with grants, donations, federal funds, and unobligated cash income, but existing maintenance and operations funds cannot be used for these purposes.

All disbursements must comply with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations unless specifically exempted by law.

Act becomes effective July 1, 2015 with an emergency clause to ensure timely implementation for agency operations.
