Appropriates $10,000,000 from the General Improvement Fund to the University of Arkansas at Pine Bluff for matching funds for student union construction and related projects.

Funds may be used for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources for a student union, including additions for a health and wellness center, infirmary, and counseling services facility.

Allows the university to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds for project financing, but prohibits use of maintenance and operations funds for these purposes.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control regulations.

Takes effect July 1, 2015 as an emergency measure to ensure funding availability for university operations.
