Amends Arkansas pharmacy law to create a separate permit designation for third-party logistics providers, manufacturers, and outsourcing facilities for legend drugs and controlled substances, consistent with the federal Drug Quality and Security Act enacted November 27, 2013.

Establishes permit fees not to exceed $300 for initial issuance and $150 for renewal per year, with a $150 fee for new permits following ownership changes.

Requires all wholesale distributors, third-party logistics providers, manufacturers, and outsourcing facilities to renew permits every two (2) years.

Aligns Arkansas law with federal preemption requirements that prohibit states from issuing permits to third-party logistics providers under existing wholesale distributor designations without specific statutory language for separate third-party logistics provider permits.

Permits expire December 31 of the first even-numbered year following issuance if not renewed before the deadline.
