Adds three new general revenue sources to Arkansas Code Title 19, Chapter 6, Subchapter 2: tobacco product manufacturer civil penalties, tobacco product sale and stamping civil penalties, and permit fees and penalties related to direct shipment of vinous liquor under Acts 2013, No. 483.

Amends the Department of Arkansas State Police Fund to include federal reimbursements received for eligible expenditures by various State Police programs as a funding source.

Renames and clarifies the Sex and Child Offenders Registration Fund to specify it shall consist of special revenues identified in § 19-6-301(198) for administration of the Sex and Child Offender Registration Act of 1997.

Amends the Domestic Peace Fund to add moneys collected under § 17-19-301(d)(1)(F)(ii) and reorganizes subsections for clarity regarding fund composition.

Declares an emergency effective July 1, 2015, stating the amendments are necessary to reflect current state revenues and support appropriations enacted by the 90th General Assembly.
