Appropriates $100,000 to Pulaski Technical College from the General Improvement Fund for personal services, operating expenses, maintenance, renovation, equipping, construction, and facility improvements related to Technical Skills and Trades Programs.

Permits the college to supplement state funds with grants, donations, federal funds, and unobligated cash income, provided that existing Maintenance and General Operations appropriations are not diverted for these purposes.

Requires compliance with state purchasing law, accounting and budgetary procedures, revenue stabilization law, and Department of Finance and Administration regulations in disbursement of funds.
