• Mandates agencies hold quarterly public meetings in each of Arkansas's four Congressional districts to gather input from small businesses and entrepreneurs about regulatory obstacles, with meetings addressing different industries each year

• Requires agencies to solicit written comments annually from affected small businesses and entrepreneurs through mail, email, or website before January 1 and thereafter

• Agencies must file annual reports by January 31 to the Joint Budget Committee, Legislative Council, Governor, and legislative leadership describing meeting results, obstacles identified, recommended solutions, and associated costs and benefits
