AR HB1589

Adds a new exemption (4) to Arkansas Code § 17-86-301(b) allowing persons certified in Bowen therapy or Bowen technique to practice without state licensure.

Requires practitioners claiming the exemption to be certified by a professional organization or credentialing agency that mandates minimum training, demonstrates competence, maintains approved scope of practice and ethical standards, and enforces disciplinary procedures.

Grants the Arkansas State Board of Massage Therapy authority to verify that practitioners claiming the exemption are properly certified by their professional organization or credentialing agency.

Makes technical revisions to existing exemption language, changing references from "Persons" to "A person" and clarifying language regarding authorized medical professionals and board-approved instructors.
