Amends Arkansas Code § 9-28-407(h)(1)(J) to rename the "Division of Children and Family Services" to the "Division of Child Care and Early Childhood Education" of the Department of Human Services, maintaining access to confidential records for child welfare agency licensing specialists and the Department of Education.

Amends Arkansas Code § 9-28-409(e)(1) to rename the "Division of Children and Family Services" to the "Division of Child Care and Early Childhood Education" when requiring reports of guilty pleas or nolo contendere findings to be returned for review.

Clarifies that reports of guilty pleas, nolo contendere pleas, or findings of guilt must be considered by the Division of Child Care and Early Childhood Education regardless of whether the record has been expunged, pardoned, or otherwise sealed.
