Amends Arkansas Code § 23-3-205 to allow the Arkansas Public Service Commission to grant or deny certificate applications in whole or in part upon any terms or conditions the commission finds appropriate to serve the purposes of the act.

Prohibits the commission from issuing a certificate of public convenience and necessity to any entity that is not a public utility, primarily transmits electricity, and has not been directed or designated by a regional transmission organization to construct an electric transmission facility.

Allows applicants to waive their right to a hearing on certificate applications.

Declares an emergency, citing the significant authority conferred by public utility certificates and the need to protect citizens from potential abuses of utility powers.

Provides for immediate effectiveness upon gubernatorial approval, expiration of the veto period, or veto override.
