Modifies the purpose of the Arkansas Reproductive Health Monitoring System to clarify it monitors reproductive endpoints including congenital anomalies, fetal deaths, stillbirths, and premature births.

Reorganizes the advisory commission by removing the technical advisory board as a separate entity and consolidating its functions; increases at-large member positions from four to six and removes the State Plant Board representative.

Changes the system's director title from "director" to "medical director" and clarifies that the Medical Director of Arkansas Children's Hospital appoints and supervises this position.

Transfers decision-making authority for contracting for information from the technical advisory board to the Medical Director of the Arkansas Reproductive Health Monitoring System.

Updates intergovernmental agreements language to allow the system to enter agreements with "other states" (rather than "neighboring states") for obtaining health information about Arkansas residents receiving services outside the state.
