Amends Arkansas Constitution Amendment 51 to establish automatic voter registration through the Office of Driver Services and State Revenue Offices when individuals obtain, renew, or update driver licenses and identification cards.

Requires the Office of Driver Services and State Revenue Offices to electronically transmit legal name, age, residence, citizenship information, and electronic signatures to the Secretary of State for individuals who qualify for automatic registration.

Secretary of State must notify individuals of their right to decline registration and to adopt a political party affiliation, with a 21-calendar-day period to decline before registration becomes effective.

County clerks must not send ballots or add individuals to voter registration lists until at least 21 calendar days after notification is provided, ensuring individuals have time to decline registration.

Secretary of State shall adopt rules identifying qualifications necessary for automatic voter registration and implementing the automatic registration process.
