Authorizes private entities to operate 911 public safety communications centers, in addition to traditional public agencies like offices of emergency services, fire departments, and law enforcement agencies.

Requires county judges to obtain concurrence from county sheriffs regarding the establishment, operation, and location of 911 public safety communications centers.

Amends the definition of "operating agency" in Arkansas Code § 12-10-303(16) to include authorized private entities as eligible operators of 911 systems.

Maintains chief executive authority to direct the establishment and designation of 911 communications centers and their operating agencies within political subdivisions.
