Amends Arkansas Code § 16-17-106 to clarify that deputy district court clerks serve under the supervision of the district court judge rather than the district court clerk.

Establishes that deputy district court clerks employed by a city or county are governed by that city or county's employee handbook and policies.

Requires written agreements between employing cities and counties to determine expense apportionment and applicable employee handbooks when a deputy clerk works for multiple jurisdictions.

Mandates that deputy district court clerk salaries cannot exceed the salary paid to the district court clerk and allows the city council to apportion the district court clerk's salary among all clerks and deputies.

Clarifies that deputy district court clerks may perform all duties and exercise all powers granted to the district court clerk and must post bond in the same manner and amount as required of the district court clerk.
