District courts must hold court in each department at least once per month unless mutually waived by the district court judge and the governing body of the city or town where the department is located

Any waiver agreement must be in writing and adopted by ordinance of the city or town governing body

The monthly court requirement is automatically waived if no cases are pending at the scheduled time, with court to be held at the next scheduled session instead

Establishes new section 16-17-138 of Arkansas Code Title 16, Chapter 17, Subchapter 1
