Amends Arkansas Code § 23-89-205 to add an exception preventing insurers from excluding benefits when claims involve domestic abuse between family or household members.

Creates new § 23-89-217 defining domestic abuse as physical harm, fear of imminent harm, or sexual conduct constituting a crime between family or household members.

Prohibits motor vehicle liability insurers from denying claims, limiting coverage, or refusing benefits to domestic abuse victims if the claim arose from a domestic abuse incident and would be covered if the claimant were unrelated to the insured.

Establishes violations as Class A misdemeanors with civil liability for treble damages including costs and attorney's fees, capped at $100,000.

Requires insurers to provide written disclosure at policy issuance or renewal informing insureds that domestic abuse victims cannot be denied coverage if they obtain a restraining order and separate residence within 30 days, or if the victim dies from the abuse.
