Amends Arkansas Code § 27-67-2069(j) to replace the term "Design-builder" with "Authorized entity" to refer to any company, firm, partnership, corporation, or other legal entity that proposes a design-build project contract

Authorizes the State Highway Commission to establish written procedures and regulations for procuring qualification-based design-build services, design-build finance services, and concession agreements

Permits the State Highway Commission to receive solicited and unsolicited proposals for design-build construction projects from authorized entities and award contracts based on qualification criteria offering greatest value to the state

Allows the State Highway Commission to contract with authorized entities to design, construct, improve, and maintain an unlimited number of qualified design-build projects without requiring state highway revenues to fund project costs

Permits the State Highway Commission to contract for qualified design-build projects within ten years of July 1, 2013, under Arkansas Constitution Amendment 91, when state highway revenues are needed to fund any portion of project costs
