Amends Arkansas Code § 10-2-306 to expand oath administration authority to include subcommittees of either house and joint subcommittees, in addition to committees and joint committees of the General Assembly.

Clarifies that committee chairs or their designees may take depositions when the committee is empowered to issue subpoenas for persons, papers, or records.

Reorganizes subsection numbering in § 10-2-306 regarding contempt of the General Assembly for failure to appear or produce subpoenaed material and circuit court enforcement procedures.

Amends Arkansas Code § 10-2-307 to specify that "a committee of either house" or "a joint committee of the two houses" may issue subpoenas signed by its chair or acting chair.

Maintains existing penalties for perjury when a person administered an oath provides false testimony.
