Creates new Arkansas Code Section 14-40-207 establishing a 5-year timeline for municipalities to initiate annexation proceedings after stating intent by resolution or ordinance

Allows municipalities to continue exercising territorial jurisdiction over the defined territory during the 5-year period following their stated intent to annex

Prohibits municipalities from exercising territorial jurisdiction over the specified territory for the next 5 years if annexation proceedings are not initiated within the initial 5-year window

Applies to territory over which the municipality is exercising territorial jurisdiction under Arkansas Code Section 14-56-413
