Distinguishes between closed system vaporizers and open system atomizers, explicitly prohibiting only closed system vaporizers from regulation under e-cigarette laws.

Defines open system atomizers as refillable devices with metal heating elements that vaporize e-liquid containing nicotine, including rebuildable atomizers, tank atomizers, catomizers, and clearomizers.

Amends Arkansas Code § 5-27-233(a)(1) to redefine "e-cigarette" as an electronic device using either a prefilled closed system cartridge not intended for consumer refilling or a proprietary non-interchangeable threading system.

Amends Arkansas Code § 6-21-609(a) with the same e-cigarette definition regarding prohibition on smoking and tobacco product use in specified locations.

Changes statutory language from "oral" to "oral or digital" device in both amended code sections.
