AR HB1704

Adds a new definition of "muzzleloader" to Arkansas Code § 5-73-101 as an antique firearm or replica antique firearm as defined under 18 U.S.C. § 921(a)(16) as of January 1, 2015.

Amends Arkansas Code § 5-73-103(a) to create an exception allowing persons convicted of a felony to possess or own a muzzleloader, whereas all other firearms remain prohibited for convicted felons.

Maintains existing prohibitions on firearm possession for persons who have been adjudicated mentally ill or committed involuntarily to a mental institution.
