• Department of Arkansas State Police shall provide criminal history information to any person upon proper request and payment of a fee, without requiring written consent of the subject of the record.

• Fees for criminal history information shall not exceed $20.00 per request, exclusive of third-party electronic processing fees, with revenue distributed to State Police Equipment Fund (38%), Crime Information System Fund (38%), and Crime Victims Reparations Revolving Fund (24%).

• Adds "requestor" definition to include persons who submit inquiries into criminal history information under the statute, expanding access beyond employers, licensing boards, and institutions with written consent.

• Establishes new intent provision to allow dissemination of criminal history information to the public upon proper request and payment without written consent requirement.

• Act becomes effective January 1, 2016.
