HB1729 - Arkansas Sunset Act of 2015

• Creates the Sunset Review Subcommittee as part of the Joint Performance Review Committee to systematically review state agencies for cost-effectiveness and efficiency.

• Requires state agencies to submit comprehensive written reports before reviews addressing their efficiency, effectiveness, mission achievement, regulatory burden, and compliance with various legal requirements.

• Establishes staggered review schedule starting June 30, 2017 and every 12 years thereafter, with different groups of agencies reviewed in 2017, 2019, 2021, 2023, 2025, and 2027.

• Grants the subcommittee authority to make recommendations regarding continuation, termination, reorganization, consolidation, or transfer of reviewed agencies, including draft legislation and appropriation levels.

• Covers hundreds of Arkansas state agencies, boards, commissions, divisions, and advisory committees in the review process, with provisions for inactive agencies to be exempted from reporting requirements.
