Establishes the Arkansas P20W Education Data Initiative System, an anonymized statewide longitudinal data system administered by the Arkansas Research Center to collect and analyze education and workforce data.

System collects education data spanning early childhood through postsecondary education including student performance, enrollment, grades, degrees, financial aid, and assessments, plus workforce data on employment, wages, and certifications.

Arkansas Research Center designated as education authority with access to data from Department of Education, Department of Higher Education, Department of Human Services, Department of Workforce Services, and other identified state entities.

System must comply with Family Educational Rights and Privacy Act (FERPA), Health Insurance Portability and Accountability Act (HIPAA), and all federal and state privacy laws, with data anonymized before use for research and policy analysis.

Funding sources include state appropriations, federal grants, user fees, and contributions from public or private entities; private institutions may voluntarily provide data to the system.
