• Mandates that juveniles age 14 and older receive a separate written document describing their rights regarding education, health, visitation, court participation, and annual free credit reports, with signed acknowledgement that these rights were explained in an age-appropriate manner.

• Adds driver's license or state-issued official identification card as a transition service benefit for foster care youth aging out of care.
