Amends Arkansas Code § 16-17-108 to establish and modify salary ranges for judges and court personnel across 97 district courts throughout Arkansas

Increases maximum salary limits for multiple district courts, including Elkins ($35,000 to $40,000), Franklin County-Ozark ($35,000 to $40,000), Garland County ($86,000 to $95,000), Jefferson County ($45,000 to $50,000), Lonoke County Southern District ($19,000 to $25,000), Pike County ($15,000 to $30,000), Pope County ($40,000 to $42,000), and Pulaski County Clerk and Bailiff positions

Reduces Arkansas County Southern District judge salary minimum from $40,000 to $25,000 and clerk salary minimum from $30,000 to $20,000

Specifies salary determination procedures involving county quorum courts and city governing bodies, including payment splits between jurisdictions for shared court operations

Authorizes certain Washington County district court judges to perform additional judicial functions with Washington County Circuit Court approval and compensation by county ordinance
