Amends Arkansas Code § 27-67-201 to allow the State Highway Commission to eliminate state highways under specific conditions, reversing the previous prohibition on highway system elimination.

Permits elimination of state highways that terminate on one end without connection to another state highway.

Permits elimination of state highways with an average daily traffic count of less than 2,000 motor vehicles that are used primarily for local traffic, as determined by the commission.

Requires the commission to preserve updated maps of the state highway system as permanent records in its office.
