Requires applicants for and recipients of Transitional Employment Assistance to pass a random drug screen approved by the Arkansas Transitional Employment Board by testing negative for illegal drugs.

Establishes random drug screening program for applicants and recipients of state programs funded under Part A of Title IV of the Social Security Act, state programs created under this chapter, Supplemental Nutrition Assistance Program, and WIC benefits.

Individuals who fail a drug screen by testing positive for illegal drugs become ineligible for transitional employment assistance, state-funded assistance programs, food stamp benefits, and WIC benefits.

Reduces assistance to family members of individuals made ineligible under this section by the amount that would have been available to the ineligible individual, though household income and resources of the individual remain counted for benefit calculations.

Requires the Department of Human Services to adopt rules establishing approved drug screens, approved administrators of drug screens, and processes for random drug screening of applicants and recipients.
