Creates an income tax credit of up to $2,000 for retired law enforcement officers who perform work investigating cold cases for the Department of Arkansas State Police.

Limits the annual credit claimed in a tax year to the amount of income tax owed by the taxpayer, with unused credits carrying forward for two consecutive tax years.

Requires eligible taxpayers to obtain an eligibility certificate from the Department of Arkansas State Police and attach it to their tax return.

Caps total eligibility certificates issued statewide at $80,000 per fiscal year on a first-come, first-served basis.

Effective for tax years beginning on or after January 1, 2015, with implementation rules to be promulgated by the Department of Arkansas State Police in consultation with the Department of Finance and Administration.
