Exempts small farm wines from the state's general policy restricting the number of liquor sales permits, allowing them to be issued under different ratio requirements than other alcoholic beverages.

Establishes a 1 permit per 2,500 population ratio for off-premises sales of small farm wines and beer and light wine, compared to the 1 permit per 5,000 population ratio for other vinous, spirituous, or malt liquor.

Applies the same 2,500 population ratio for issuing additional permits for small farm wines and beer and light wine within counties or political subdivisions.

Allows licensed retail liquor dealers to sell beer and small farm wines without requiring an additional license fee.

Repeals the applicability date limiting permit restrictions to applications filed after July 1, 1991, and updates the reference date to August 1, 2015.
