Requires public entities to submit executed contingency fee contracts with private attorneys to the Department of Finance and Administration within 5 business days for posting on the state transparency website.

Contingency fee contracts must remain posted on the transparency website for the duration of the contract, including any extensions or amendments.

Mandates that each contingency fee payment from a public entity to a private attorney be submitted to the department within 15 days after payment and posted on the transparency website for at least 1 year.

Defines "public entity" to include state agencies, constitutional offices, boards, commissions, institutions of higher education, municipalities, counties, school districts, and other political subdivisions.

Amends the Arkansas Financial Transparency Act to classify contingency fee contracts and payments as "expenditure data" subject to public disclosure requirements.
