Adds Arkansas Code Section 17-1-107 establishing reduced reinstatement requirements for previously licensed professionals in the state.

Allows credentialing of out-of-state professionals if they demonstrate required skills and ethics based on experience and credentials in another state, rather than requiring simple hour-for-hour comparisons.

Permits licensing entities to waive apprenticeship, education, or training prerequisites for reinstatement if applicant was previously licensed in good standing, did not have license revoked for bad faith or ethics violations, and is not under suspension or probation.

Allows licensing entities to verify competency through proficiency testing, letters of recommendation, or both, and may require continuing education if mandated for all professionals in that field.

Permits criminal background checks for reinstatement applicants only if such checks are required for current license holders.
