Amends Arkansas Code § 6-85-212(i) to establish prioritization criteria for Arkansas Academic Challenge Scholarship awards when funding is insufficient for all qualified first-time applicants.

Awards scholarships to first-time applicants based on adjusted gross family income (ranked from lowest to highest) as the primary criterion, followed by ACT or ACT equivalent scores (highest scores prioritized).

Applies the prioritization criteria separately for traditional and nontraditional qualified first-time applicants, with each category evaluated independently when funds are insufficient.

Continues to fund all students with continuing eligibility under the program before distributing remaining funds to first-time applicants.
