• Adds definition of "fiscal distress" as a school district placed under state daily management and control after the State Board of Education or Commissioner removes the school district board of directors.

• Establishes distinction between "fiscal distress" (state takeover condition) and "fiscal distress status" (indicator-based classification) throughout Arkansas education code sections 6-20-1801 through 6-20-1911.
