Establishes the Arkansas Business Portal Act, creating a single online portal within the Secretary of State's office to allow businesses to interact with state and local governmental agencies for licenses, permits, and approvals.

Requires the Secretary of State to establish standards for portal participation, authorize participating agencies, and create a unique statewide business identifier for each registered business entity recognized by all state, county, city, and local governments.

Mandates online application submissions for state business licenses with a $150 fee, annual renewal requirements, and applications must include business name, places of business, and be signed by appropriate business representatives.

Defines "business" as entities filing IRS tax schedules (Schedule C, E, or F) or organized under Arkansas law with requirement to file annual reports, including those with offices, registered agents, or employees in the state.

Authorizes the Secretary of State to suspend or revoke licenses for noncompliance with the subchapter or its rules, with written notice to licensees and prohibition on reissuance unless applicant demonstrates compliance.
