AR HB1857

Repeals the provision allowing school districts designated as isolated in 1996-1997 to continue using geographic barriers as a criterion for receiving isolated funding.

Requires the Department of Education to verify annually that isolated school areas meet at least four (4) of five (5) criteria under Arkansas Code § 6-20-601(a) to receive state financial aid.

Prohibits school districts from receiving isolated funding for an isolated school area if the prior-year three-quarter average daily membership exceeds 350 students, with exceptions for consolidations and annexations.

Modifies special needs funding eligibility to require Department of Education verification that isolated school areas continue to meet at least four (4) of five (5) criteria under § 6-20-601(a).

Restricts transportation funds distributed under isolated funding provisions to be used only for transportation costs of isolated school areas, and repeals language stating that isolated funding is in addition to and in excess of adequate education funding requirements.
