AR HB1863

Expands the definition of "election official" to include persons who perform election coordinator duties, in addition to county board members, poll workers, deputy county clerks, and persons assigned to conduct early voting.

Establishes a deadline for county boards of election commissioners to file meeting minutes with the county clerk within the sooner of 120 days after a meeting or 10 days after the following meeting.

Changes the requirement for county boards of election commissioners to meet at least 30 days prior to the general election to instead meet no later than February 28 of odd-numbered years.

Allows county boards of election commissioners (in addition to county clerks) to establish and conduct vote centers on election day, with requirements for voter verification, electronic registration connections, and secure voting procedures.

Exempts election coordinators, deputy clerks, and persons assigned to conduct early voting from the requirement to be residents of the precinct or county where they serve.
