Establishes procedures for hospice programs to dispose of controlled substances (Schedules II-V) upon patient death in compliance with state and federal law.

Requires hospice staff to inform patient relatives or heirs of disposal policies and procedures, including drug inventory documentation and environmentally safe disposal methods.

Permits disposal through either law enforcement (using tamper-proof evidence bags) or hospice staff witnessed disposal using absorbing substances or septic systems not connected to municipal water systems.

Authorizes law enforcement to dispose of surrendered drugs through evidence disposal procedures, drug take-back collection points, or statewide prescription drug disposal programs.

Requires hospice programs to maintain accurate records of all drug receipts and dispositions, subject to periodic audits by the Division of Pharmacy Services and Drug Control.
