Creates a definition for "unduly burdensome" requests under the Freedom of Information Act, allowing custodians to deny requests if production within three (3) days would substantially and unreasonably divert government resources from other duties.

Requires custodians to notify requesters within twenty-four (24) hours if a request is determined to be unduly burdensome and establishes a fourteen (14) day timeline for disclosure instead of the standard three (3) days.

Allows requesters to either withdraw their request or submit a narrowed request that is not unduly burdensome when notified of the burden determination.

Requires custodians to comply with narrowed requests within three (3) days after the narrowed request is received.

Preserves the right of requesters to seek judicial review of the custodian's determination that a request is unduly burdensome.
