Reduces driver's license reinstatement fees to a single $100 fee (instead of multiplying $100 by the number of suspension orders) if a person's driving privileges are suspended solely due to outstanding reinstatement fees and all court costs, fines, and fees associated with the criminal offense have been paid.

Requires the person to have successfully completed one of the following programs: court-ordered diversion, drug court, veterans diversion, preadjudication probation, or other court-ordered rehabilitation program.

Requires a district court or circuit court to verify eligibility and notify the Department of Finance and Administration when a person completes the qualifying court program.

Does not apply to reinstatement fees ordered under sections 5-65-119, 5-65-304, or 5-65-310, or fees to reinstate commercial driving privileges.

Effective from January 1, 2016 through June 30, 2016; requires the Department of Finance and Administration to submit a report to the Legislative Council and Arkansas State Police by October 1, 2016 documenting eligible participants, those reinstated, and dollar amounts paid or written off.
