AR HB1880

Allows municipal improvement district boards to increase from 3 to 5 or 7 commissioners through city/town council ordinance or petition signed by 15% of property owners in the district.

Limits commissioners on expanded boards to three 3-year terms, with initial terms staggered as 1, 2, and 3 years as determined by lot.

Changes petition requirement to fill board vacancies from 5 property owners to 10% or more of property owners in the district.

Modifies removal procedures to require only cause (including noncompliance with state or federal law or local ordinance) for removal by two-thirds council vote, and allows removal by majority vote upon petition of 15% of property owners in the district.

Requires appointment of commissioners and filling of vacancies to be restricted to individuals who are property owners in the improvement district.
