Establishes the Arkansas Suicide Prevention Council as a statewide coordinating body to address suicide prevention through evidence-based strategies and collaborative leadership across all age and demographic groups.

Creates a council of up to 23 members within 60 days, including representatives from state agencies, law enforcement, healthcare, education, military, suicide attempt survivors, and family members of suicide victims.

Council members serve staggered 4-year terms with no more than two consecutive terms, elect two cochairs annually, must meet at least four times per year, and serve without compensation but may claim travel expense reimbursement.

Designates the Department of Health's Injury Prevention Division as the program authority to receive and manage funding for suicide prevention efforts and provide staff support to the council.

Requires the council to establish bylaws within 90 days, ensure diversity across ethnic backgrounds and congressional districts, and make recommendations to the General Assembly within the first year on staffing and funding needs for an effective statewide suicide prevention program.
