Amends Arkansas Code § 23-112-317 to allow motor vehicle dealers to charge a service and handling fee between $0.00 and $129.00 (previously capped at $20.00), to be determined by rule by the Arkansas Motor Vehicle Commission.

Amends Arkansas Code § 23-112-617 to allow used motor vehicle dealers to charge a service and handling fee between $0.00 and $129.00, to be determined by rule by the Department of Arkansas State Police.

Requires that any service and handling fee charged must be disclosed as a separate itemized charge on the retail buyer's order form and charged to all retail customers (with an exception for fleet sales).

Mandates that a conspicuous notice be included on documents showing the service and handling fee, stating it is not an official or legally required fee, may result in dealer profit, and does not include payment for preparation of legal documents.

Authorizes the Arkansas Motor Vehicle Commission and Department of Arkansas State Police to promulgate rules to implement, enforce, and administer these provisions.
