Amends Arkansas Code § 27-35-112 to prohibit out-of-state licensed wreckers and towing vehicles from performing intrastate towing of motor vehicles in Arkansas unless the other state reciprocally permits Arkansas-licensed wreckers and towing vehicles to operate within that state.

Clarifies that any limitation imposed by a county, parish, city, or other political subdivision of another state on Arkansas-licensed wreckers and towing vehicles shall be deemed an action of that state for reciprocity determination purposes.

Establishes misdemeanor penalties for owners or operators of out-of-state licensed wreckers or towing vehicles that violate the prohibition, with fines ranging from $100 to $1,000.

Provides that each violation constitutes a separate offense.
