Requires the Commission to annually determine which school districts qualify as high-growth districts and submit a list to the House and Senate Education Committees by November 1, posting it on the Division of Public School Academic Facilities and Transportation website.

Changes the reporting deadline for the Academic Facilities Extraordinary Circumstances Program from January 15, 2007 to October 15, 2015, and requires the division to obtain formal legislative approval before implementing the program.

Modifies the review conference process timing requirement from "after February 1, 2008" to "at least sixty (60) days before the application deadline" for districts to request conferences with the Division of Public School Academic Facilities and Transportation.

Adds a new requirement for review conferences to consider whether the proposed application meets all technical requirements for partnership applications as set out in application guidelines and rules provided by the division.

Requires the division to provide written records of review conference findings to school districts within five (5) working days after the record is finalized.
